CEDES's main task was to develop a business plan for a new cooperative in the Prizren and Štrpce region of Kosovo, covering five interconnected, centrally managed profit units: a berry nursery with greenhouse, a forest-plant nursery, an agricultural pharmacy, a cold-storage facility, and a laboratory.
The business plan set out five-year development projections based on market research and realistic income, fixed-cost, and operating-cost parameters, along with a proposed capital and ownership structure and terms for venture participants. Built to bankable standard — suitable for submission to financial institutions — it focused on realistic scenarios, basic legal and ownership setup, and market and financial projections. The cooperative was planned to include at least 200 farmers and berry producers and around 100 beekeepers from the outset, with a knowledge-sharing and training model aimed particularly at young farmers.
