Between August 2022 and June 2023, CEDES carried out a functional analysis and internal institutional capacity assessment of the institutions responsible for the agriculture sector in Bosnia and Herzegovina – the entity ministries of agriculture in FBiH and RS, Brčko District institutions, the state Ministry of Foreign Trade and Economic Relations, and ten cantonal ministries of agriculture.
The analysis covered the planning, monitoring, and implementation of existing policies, strategies, and operational plans, the harmonisation of agricultural subsidy payments to enable the use of EU funds, and an evaluation of the efficiency, effectiveness, and impact of existing programmes on agricultural households and producers. The assignment was carried out under the EC/UNDP EU4AGRI project, worth BAM 68,739.28 plus VAT.
