In the period July 2014 - July 2015, CEDES has implemented "Strategic orientation of economic development of the Sarajevo Canton – Phase I", for the purpose of formulating a development strategy of the Sarajevo Canton, where within implementation of the Contract made the overall analysis of the achieved level of development of the Sarajevo Canton, comparative analysis of potential of economy of Sarajevo Canton, the analysis of key sectors, profiling and policy recommendations for the further development of economy of Sarajevo Canton at the strategic level, as well as strategic and multi-sectorial planning.

During the implementation of this Agreement, CEDES achieved a high level of cooperation with institutions of Sarajevo Canton and Federation of BiH.

For the first time in the strategic planning process at any level in BiH, and based on available data from AFIP for years 2010, 2011, 2012 and 2013, CEDES calculated aggregate indicators of financial "health" of a particular sector by using model BEX index. The specificity of the model BEX is the fact that it is developed in the Croatian business conditions that are very similar business conditions to Bosnia and Herzegovina, i.e. in Sarajevo Canton. Compared to other models that are used to evaluate the financial "health", this is the most important advantage BEX indexing. Other models are constructed in different terms, adapted to long market tradition of doing business, and the questions of the applicability of these models to the companies that are operating on domestic market are justifiable. BEX index is not dependent on indicators from the capital market to forecasting the future risk of financial distress and bankruptcy of specific economy sector.
