Trebević Cable car and three development scenarios for sport and recreation zone Trebević

CEDES presented to Sarajevo City, representatives of EC and representatives of EU Tourism project, Feasibility Study for Trebević Cable car and three development scenarios for sport and recreation area of Trebević Mountain, with key technical, organizational and financial aspects.

 

Trebevic Mountain in relation to the City of Sarajevo has always been a complementary part and together they formed an indivisible whole. Natural and functional connection caused the compound and overlapping legislation relating to urban metropolitan area and hill-sided greenness of Mountain Trebevic.

Over the past decades, Trebevic represents one of the favorite picnic and relaxation areas for Citizens of Sarajevo, and since Olympic Games in1984 it was also treated as Olympic Arena with Bob sled and related infrastructure. Easy access from downtown Sarajevo, that was provided by operation of old cable car and installed catering facilities (restaurants and mountain lodges), resulted with large number of Sarajevo citizens and tourists visiting Sarajevo used to spent some of  free time on Trebevic Mountain plateau. Trebevic was popular picnic and relaxation area in the summer season, but especially during the winter season, attracting visitors by fresh and clean non polluted air (when in Sarajevo downtown typically high level of air pollution is recorded). This idyllic picture of the most popular Sarajevo picnic area and Olympic arena was interrupted in 1992, when due to the military operations most of the facilities in Trebevic Mountain, including Trebevic cable car, were destroyed, and complete area demolished, as well as BiH capital Sarajevo, in the period 1992-1995. In that period most of the Sarajevo Citizens connected this mountain with sniper and mortar attacks they suffered, and idyllic picture was definitely deleted, and never again recovered. 

By Dayton Peace Agreement from 1995th the area of Trebević spreads over two BiH entities. Today, the part of the Mountain Trebević or Protected Landscape "Trebević", area of ​​398 hectares is under administrative jurisdiction of the Federation of Bosnia and Herzegovina, Sarajevo Canton, the City of Sarajevo, and Stari Grad Municipality. Almost 90% of Trebević is located on the territory of entity RS or in the City of Istočno Sarajevo, and in the municipalities of Istočni Stari Grad and Istočno Novo Sarajevo and Pale.

Despite the fact that in the developing document of Canton Sarajevo, City of Istočno Sarajevo, City of Sarajevo, and municipalities administratively managing territory of Trebevic Mountain, area is recognized as area with potentials for development of tourism and sport and recreation activities, area with specific natural and landscape characteristics (protected landscape Trebevic – territory under the administrative management of Canton Sarajevo), in practice there is no significant steps toward valorization of the Trebevic Mountain, by putting it in function of sport, recreation and tourism development, primarily to serve to citizens of  Sarajevo metropolitan region but also to tourists visiting Sarajevo, the largest cultural and economic center and capital of BiH.  Valorization of Trebevic mountain area is not possible without re-establishing the Trebevic Cable Car that should be the fast and attractive public transport mean from downtown Sarajevo to Mountain Trebevic.

By recognizing mentioned before, and anticipating the needs of citizens of Sarajevo for easy accessible natural area suitable for sport, recreation and relaxation, City of Sarajevo started activities of re-establishing Trebevic Cable Car. As part of these activities, old dismantled (incomplete) cable car from Graechen ski resort is donated to City of Sarajevo, transported and stored in Butmir location (Sarajevo), Preliminary technical design is produced and delivered by CORONA (Italy), and urbanism permit for reconstruction of Trebevic Cable car is issued by Municipality Stari Grad. Since recently there are ongoing activates in provision of donation for purchasing of missing parts for donated Cable Car. European Commission Delegation in BiH also recognized efforts of Sarajevo City and needs of Sarajevo Citizens, and actively participates in financing of some of the preparatory activities. 

Now, the project is in the stage of decision making to go further. The project of re-establishing the Trebevic Cable Car is significant project in sense of long term effects of reconstruction and operation of Trebevic Cable Car and determination of future development of the area (long term period of at least 2-3 decades) and it requires vision of development that anticipates up to now and future changes in relation to market conditions, habits of the population, business and social environment, effects of transition toward EU, rather than just looking in the past and archived figures, and trying to repeat what it was once time ago.

In order to enable decision makers to make adequate decisions on project realization, European Commission Delegation in Sarajevo, decided to finance development of “Economic Feasibility Study Trebevic Cable Car”, through the Project “Technical Assistance to Support the Tourism Development in Bosnia and Herzegovina”, and delegated it to consortium led by  CEDES (BiH) in partnership with OREX-Loisirs (France).

“Economic feasibility study Trebevic Cable Car” providing analysis of feasibility of 3 scenarios (techno-economical and commercial feasibility)  of re-establishing Trebevic Cable Car, taking into consideration current situation and  activities of stakeholders, but also the vision of development of Trebevic Mountain area. Each of these scenarios has its own major characteristics and boundary conditions, presented below.

 

SCENARIO I

  • Scenario I is based on reconstruction of Trebević cable Car and it takes into consideration using of donated equipment (dismantled 30 years old Cable car donated by Graechen ski resort) on the Cable Car axes described in Preliminary Design produced by CORONA (Italy).
  • For Cable Car reconstruction it is foreseen maximal usage of donated equipment that is in compliance with technical standards.
  • Scenario I also foreseen minimal investments in public infrastructure and facilities in zone of Mountain and Valley station of Trebević Cable Car in order to achieve functionality of Trebević cable Car and adjoining mountain area.
  • The only activities foreseen in zone of mountain station are recreational activities (walking, biking) and two picnic areas with small playgrounds, as well as public 2 public toilets. It is obvious intention to position zone of Mountain station (proximity) as a City forest-park Trebević, where the cable car is appropriate, fast and comfort urban transport mean from central Sarajevo downtown location to City forest-park Trebević, area with preserved nature and suitable for recreation activities of Sarajevo citizens.

 

SCENARIO II

  • Scenario II is based on reconstruction of Trebević cable Car and it takes into consideration purchasing and installation of completely new and modern equipment on the Cable Car axes described in Preliminary Design produced by CORONA (Italy).
  • The existing issued Urbanism permit (issued by Stari Grad Municipality) could be used.
  • Scenario II also foreseen significant investments in public infrastructure and sport-recreation, catering and accommodation facilities in zone of Mountain station of Trebević Cable Car, while in the zone of Valley station (Hrvatin location) there are no additional activities planned, mostly because of spatial conditions (dense urban area, weak accessibility, no possibility to construct parking lots, etc.).
  • The activities foreseen in zone of mountain station are summer sport and recreation activities (walking, biking, mountain hiking, children Summer Park), winter activities (sledding, cross country skiing, children winter park with mini ski area), catering and accommodation services (2 restaurants on location Ravne (maximum 2000 p/d and Vidikovac (maximum 3000 p/d) and 6 mountain huts, each with up to 20 beds and restaurant accommodating maximum 500 p/d. It is obvious intention to position wider zone of Mountain station (Olympic arena perimeter, covering Protected landscape Trebević area in Sarajevo Canton and surrounding area under administrative management of City of Istočno Sarajevo) as a City sport-recreation zone Trebević, where the cable car is appropriate, fast and comfort urban transport mean from central Sarajevo downtown location to City sport-recreation zone Trebević, area with preserved nature and suitable for sport and recreation activities of Sarajevo citizens, but also leisure area for many citizens of BiH visiting Sarajevo (neighboring regions Zenica, Tuzla, East Bosnia, Mostar, Central Bosnia, etc.), and tourists visiting Sarajevo. The scope and quality of activities and services, in the wider zone of Mountain station will be at level to satisfy local Sarajevo population but also foreign tourists visiting Sarajevo.

 

SCENARIO III

  • Scenario III is based on construction of Trebević Cable Car and it takes into consideration purchasing and installation of completely new and modern equipment on the completely new Cable Car axes with new location of Valley Station in the park across the Vijećnica. Location is more suitable for development of related economic activities such as it is planned in Scenario III, construction of underground parking garage, construction of small trade center (mall) with suitable catering activities and stores. This will require issuing of new Urbanism permit, and obtaining the Environmental permit from Federal Ministry of environment and tourism (it is not clear how this step is not applied for the existing Urbanism permit, despite the existing legal requirements regulating this issue).
  • Special attention in the zone of Valley station (park across Vijećnica) should be paid on architectural design and urbanism settings of Valley station complex (underground garage, catering and trade center (mall), cable car station and pylons), because of the central urban position of new location and numerous cultural and historical monuments in the proximity.
  • Scenario III also foreseen major investments in public infrastructure and sport-recreation, catering and accommodation and amusement facilities in zone of Mountain station of Trebević Cable Car.
  • The activities foreseen in zone of mountain station are summer sport and recreation activities (walking, biking, mountain hiking, children Summer Park), winter activities (sledding, cross country skiing, children winter park with mini ski area, ski area with 2-seats chairlift), catering and accommodation services (1 restaurant on location Vidikovac (maximum 3000 p/d, hotel and wellness center Ravne (maximum 60 beds, spa area, swimming pool), 6 mountain lodges, each with up to 20 beds and restaurant accommodating maximum 500 p/d, amusement facilities and activities such as Olympic museum Vidikovac, small mountain train-funicular connecting two major locations Vidikovac and Ravne, and Adventures rolocoster Bob Park). It is obvious intention to position wider zone of Mountain station (Olympic arena perimeter, covering Protected landscape Trebević area in Sarajevo Canton and surrounding area under administrative management of City of Istočno Sarajevo) as a City sport-recreation amusement park Trebević – first class regional tourism attraction, where the cable car is appropriate, fast and comfort urban transport mean from central Sarajevo downtown location to City sport-recreation amusement park Trebević, area with preserved nature and suitable for sport and recreation, amusement and leisure activities of Sarajevo citizens, but also amusement and leisure area for many citizens of BiH visiting Sarajevo  (neighboring regions Zenica, Tuzla, East Bosnia, Mostar, Central Bosnia, etc.), and tourists visiting Sarajevo. The scope and quality of activities and services, in the wider zone of Mountain station will be at level to satisfy local Sarajevo population but also foreign tourists visiting Sarajevo. With all these activities and facilities, with good and appropriate connection provided by Trebevic Cable Car with accommodation pool in downtown Sarajevo, wider zone of Trebevic cable Car mountain station (Olympic arena perimeter) will have chance to be positioned as first class regional tourism attraction in future.

For each of these scenarios, techno economic feasibility is analyzed, and conclusions with recommendations are provided. In order to properly present those 3 scenarios, analysis of current situation are undertaken and presented in chapters:

Detailed Technical study of Trebevic Cable Car facility provides information on required investments in construction/reconstruction and installation of Trebevic Cable Car, as well as operation and maintenance costs for each of three scenarios and is presented in chapter:
