CEDES presented evaluation of USAID financed and CRS implemented CESTA project

According to the Joint EU/UN Recovery Needs Assesment, the total economic impact of the disaster

(destruction or severe damage to property, infrastructure and goods as well the effects of destruction on livelihoods, incomes and production, among other factors) was estimated at 3.98 Billion BAM. 

Most of it impacted the private sector; families, small, medium and large businesses, and agricultural producers, including an undefined number of vulnerable population. The floods were estimated to have caused the equivalent of nearly 15 percent of GDP in damages (9.3 percent of GDP) and losses (5.6 percent) in 2014 in Bosnia and Herzegovina (BiH). The hardest hit economic sectors were agriculture, transport and productive activities.

 The worst affected municipalities were Maglaj and Doboj, followed by Doboj Jug, Samac and Domaljevac. 

 CRS implemented USAID financed CESTA project aimed at support to the flood affected households in Maglaj, Doboj, Doboj Jug, Šamac, and Domaljevac-Šamac rebuild their lives and communities, including also the rebuilding of medium and small scale infarstructure.

 The purpose of the evaluation that CEDES performed was to:

  • Establish an understanding of how the strategy, implementation and results of CESTA Project activities have contributed to the overall goal of the Project by adressing key issues in the field;
  • Highlight the strengths and weaknesses of different activities within CESTA Project in terms of their efficiency, effectiveness, relevance, impact, utility and sustainability;
  • Identify added values generated by CESTA project activites;
  • Identify lessons learned and provide recommendations for future support and to contribute to learning in relation to USAID programming.
